Lithium Cell Voltage

Lithium cells are usually listed at 3.7V nominal voltage.

If you measure the voltage with a volt meter, a fully charged cell will be at about 4.1 - 4.2V

In general, lithium polymer cells should not be discharged lower than 2.7Volts or damage may occur to the cell chemistry, reducing it's lifespan, etc.

The big letter "C" is used as a term to describe the capacity of a lithium cell. Someone might quote a cell specification like "10C" - which means the cell can be discharged safely at a current that is 10 times the capacity of the cell. A 10C LP90 cell with capacity of 90mA could be discharged at 900mA - ten times the capacity. This helps for selecting the right batt for the job.
